We have only stayed in the Legian area, so I can't compare it to staying in other areas in Bali. Although I am sure other forumites can assist you on that one.
We love Legian; its close enough to Kuta if you want to get amongst it, but at the same time, I think its a lot quieter if you want to escape from the hustle & bustle. Especially noticed it this time around. A lot of stores in Legian were shutting up shop around 8pm each night, whereas the night we were in Tuban (just south of Kuta), they weren't closing until around 10.
Tuban, Kuta & Legian kind of run into each other & there are really no definite boundaries which separates these places (except maybe Jl Melasti separating Kuta from Legian???). This collective area is known as the Kuta strip/area. If you are concerned about terrorists targeting Kuta, then maybe you should consider staying up in the mountains in Ubud, or other places in Bali. Once again, I can't comment from experience as I have only stayed in Legian.
There are plenty of shops & restaurants in Legian which I am sure are only too happy get get your custom! My favourite shopping area is Jl Sahadewa (aka Garlic Lane) which runs between Jl Padma & Jl Melasti.
Anyway, I hope that helps! In the end, its your decision as to whether the risk of an attack outweighs the return of a great holiday to Bali....I personally would get on the next plane tomorrow to go back if I could! But its your decision in the end.
