They do have every right to charge you for a replacement ticket and can in the UK can charge anything between £25 and £50, so 100 AUD sounds about right. Pity Garadu do not operate E tickets. However, and I can only speak for the Uk, they cannot charge you twice for the tax. This is a one off payment. If for example you did not travel for any reason then you could claim for a refund of the tax, although it can take up to 12 months to get it back.
