I believe there is a fee for reissue and $50 is probably what it costs for labour etc however, to try and charge extra for taxes which have already been paid on the original ticket sounds like fraud, or at least extortion. I'd try getting onto the manager of Garuda in the state capital nearest you to get some answers.
