First of all you must be absolutly 100% sure that the person selling the land is the person owning the land. There must be a certificate with the sellers name on it. I know of a person who "bought" land from one person, after a while another family member showed a certificate with his name on. The whole deal had been a scam and the foreigner lost all his money plus property. You can not be causious enough, no matter how well you think you know the seller.
As a foreigner you can NOT own land it Indonesia. You must have an Indonesian sponsor signing the deal. That means you can be cheated as you name is not on the certificate. All deals must be handle by a Notarie don't ever agree to any landdeals signed by a kepala desa (Head of the village).
I don't know anything about land price on Bali as I live on Lombok myself.
