Thanks for all your help. I telephoned the Indonesian Consulate in HK myself and it turns out the guy just couldn't understand us. He told me I was OK for a VOA but my boyfriend wasn't. When I pushed him on the new regulations and the countries added to the VOA list in Aug he still told me he needed a visa. it was only when i spelt out IRELAND that he finally conced he could get a visa at the airport.
Don't know why I'm surprised by all this really....pretty typical HK experience.
