I'm 98% certain that other Westpac Credit Card users on this site were able to do a chargeback (could be called something else by Westpac though). Try doing a search and see if you can find & email anyone who successfully did a chargeback with a Westpac Card and try to get as much info as possible off them.
Sorry I can't be of any more help, I have worked for 2 financial institutions (not westpac) but know they all pretty much work the same, I think if you can prove that others have been able to do what your friend is trying than you will have some push. As I said in my last post though I think the one thing the bank would come back with is the amount of time that has lapsed since paying.
