It's great your friend knows EVERYTHING there is about Bali from 2 visits. :) :) but there is some excellent silver in Kuta/ Legian/ Seminyak. It may appear there is more in Ubud as it is a small place and a lot of shops in one place. The quality there is good, but I still buy many great pieces from South Bali.
Don't buy from beach sellers or stalls if you want real quality, use the shops. :)
