I can't help you with the first part of your question,but I can tell you that there are not any Travel Insurance Companies that will refund your money if a company becomes insolvent (Belly Up).I spent ages looking into this a few weeks ago.
Some prior postings have suggested payment by credit card but I doubt that it would be of any benefit either.Once the money is paid,well its paid.
If you are really that worried about Garuda,then 3% extra isn't really that much to pay.
We fly with them in 2 weeks time, so I understand the anguish you feel. The worry can make you feel quite ill!!
But I have now convinced myself that Garuda will be just fine.
