Not really unusual. The requirements for the issue of an Air Operators Licence are fairly similar all over the world. One of the prime requirements, prior to issue, is the need for the operator to demonstrate the ability to adhere to a fixed schedule between operating ports. If the airline ceases to operate, for any reason, they have effectively demonstrated that they are no longer able to maintain a schedule and the usual procedure, on the part of the civil aviation authorities, would be to suspend or cancel the Air Operators Licence. If the airline again finds itself in a position where it is believed that operations can be recommenced they may apply for any suspensions to be lifted and/or the renewal of cancelled licences.
