If the girl as you say was a registered guest at a hotel, they must have a record of her check in details, as far as I know you still must produce passport and ID when you register,,...it should be easy to determine who she is and what nationality...
As for mentally ill going to third world countries,... nothing to stop them if they have a passport,....Bali does draw a people from Australia that are suffering from depression and schizophrenia,... two cases I can recall, one a bloke staying at Kuta that regularly went on a hotel rampage, eventually he went of the planet with ninja headband and a sword and was surrounded by police,... it was reported and a photo published in the local Bali papers,... he had gone of his meds for schizophrenia,... the Australia consulate deal with the type of cases more regularly than you think.....Reason many suffering these illnesses get caught up in the lay back cultural style of Bali,.. they friendly local and the Bali is paradise syndrome and go off meds.
Another case, I got a call from the consulate asking if I could recommend a Doctor in Ubud as some Australian tourist on a tour to the mountains had gone off the planet and they didn't know if they could get her back to Nusa Dua,... and did I have a good contact if they got her to Ubud,.....The consulate said they new what medication she needed as the Tourist was herself a doctor that had gone of her meds...
Please note the above is not "Bali Bashing",.. just stating some facts
