Garuda and Sports Equipment

Does Garuda allow Sports equipment on for free??. I heard some time back that you were allowed to take Surfboards etc and they weren't counted in your baggage allowance as long as they were within certain guidelines for length, weight etc
Seems a bit suspect so thats why Im asking
Also what is the luggage limits for onboard and Carryon these days and what is EXCESS charged at??
