which bank?

Looking at opening an account here in Australia for a friend over in Bali.
Just wanting to send over the atm card for his use.
This account will only be to cover the costs for prepaid phonecards and a little extra for internet use. Just so we can keep in touch.
Things are tough over there at the moment for him so i thought it migh help him out a little.

Has anyone else done this before? If so what would be the best bank to open an account with? fees, withdrawel fees etc..
Also is there anyway he can get in trouble for using my card over there?
