Even if you buy one in Bali, it would still need to be chipped. The ganes you buy for 10,000 rp are copied (pirated) games, so no maatter of you have a PAL or an NTSE type deck, it still needs to have the chip.

There have been posts on here about buying a package deal... PS2 deck (already chipped) plus a certain number of games for x rupiah.
Try searching under PS2 and you might find it; if not, email me and I'll try to find out some more details.
