As has already been posted, you're asking the wrong people as most on this forum just promote Bali ,..and would do so regardless of warnings of any type including volcano eruptions, earthquakes, Tsunamis, riots in the streets or threats of civil war,.. and can give you many reasons why all the above should be ignored...
The warning for non essential travel has been around for some years and before the 2002 attack, while the wording may've changed and specifics added it remains the second highest warning that can be issued, the top warning reserved for situation like war or civil wars zones
First only YOU can decide if you take the Government warning seriously or choose to ignore it.?
Second, the purpose of a holiday with kids is to have a relaxing time enjoying yourselves?
Those are the two questions you must asked yourself and shouldn't be guided by what others say,...
