Bali Accomodation- Prebooking vs. there

We will travel to Bali end of Nov till beginning of Dec for three weeks.
We have an offer for Bali Agung Village in Seminyak for about $45 for a villa for 2 persons breakfast including. On the website the rate is stated as something around $120. On this site www.sawadee.com/bali/baliagung/reservation/ the cost is stated as $48.

Our questions are:
1. Is it possible to get the price of $45-48 after we got there or do you need to book in advance? If you need to book in advance can't you just go to an internetcafe in Bali and book there?

2. Has anyone been to the Bali Agung Village? It sounds nice in the catalogue and the picture look good. However, on the web we found 2 recent feedbacks saying that there are rats, some rooms in a bad condition and that there are many mosquitoes due to the proximity of rice paddies.
