I was faced with a similar situation. We had planned to meet up with an American friend in Bali, and we were very excited and had booked share accommodation. Then came 9/11. Our friend was so frightened we decided to cancel.
The following year she was still scared but decided to go anyway.
This was her first trip to Bali and going when she was so nervous turned into a huge mistake.
She was mostly too frightened to speak publicly feeling her accent would make her a target. She attempted to go shopping once by herself, but for the rest of the trip she stayed close to us or close to the hotel. I regret immensely how I was impatient a few times. It was a huge relief for her to leave Bali. (Shortly after our holiday Bali suffered it's first bombing.)
Now I would never ever attempt to talk anyone into going to Bali if they are feeling anything like my friend did.
