All emotions for that matter, both negative and positive, tend to be amplified in Bali. Not just the mentioned fear, but also feelings of hatred, revenge, jealousy, greed, etc.
Thoughts and emotions, both positive and negative, can be considered as, and in fact are, projections of energy with electromagnetic characteristics that create (or attract) the matching circumstances for these projections to come true, to become reality. The Balinese Hindus refer to this symbolically by Brahma, the Creator of the physical Universe.
All reality starts with (the energy of) a thought (Shiva), then the reality is created (Brahma), next the created reality is nurtured (Vishnu) and eventually all realities vanish (into energy) again (to Shiva)
The mentioned amplification of (the energy of) emotions goes for the individual as well as for groups (mass consciousness).
Basically this is why Balinese Hinduism preaches 'pikiran suci, hati murni' - positive thinking and control of (negative) emotions, bending the negative into positive. Think positive, feel positive and (re)act in positive ways to create the right, positive circumstances that create your reality.
