I am in Bali and did extensive checking up on this. First of all the "incomplete device" found at the Kuta Paradiso was almost a month ago. There was no back packer involved and no explosives in other words not a bomb at all. The official view was that it was a hoax by a disgruntled ex-employee. As far as "village leaders" being important remember that the blasts did NOT occur in villages! They occurred in tourist frequented businesses. All of these businesses have been aware for 3 years that there is a danger of terrorists attacks. Many of the hotels and restaurants have implemented extensive security checks. Some have not but it had nothing to do with recent warnings from "Polisi" that went ignored until after Galungan. If I remember correctly the 911 attacks were planned by a guy who was captured one year before the event along with all of the plans. I guess they too decided to wait until after Galungan. What amazes me is the "multiple international news sources" did not take it upon themselves to warn Bali since they supposedly knew.
