Remember that a DVD will NOT function in a standard CD drive. One needs to have a DVD drive installed in the computer in order to be able to "read" a DVD disk. They're cheap enough these days so upgrading from a CD drive to a DVD drive is relatively inexpensive. And DVD drives are backward-compatible with CD drives so they will read CDs as well.

Better yet, get a DVD burner drive that burns both CDs & DVDs. They're more expensive, but not impossibly so. Then you can copy that DVD to share with others if you so desire.

As DVD's hold much more data than a standard CD, and because photos can take up a lot of space, it makes sense that these services are using DVDs rather than having to use multiple CDs.

If upgrading your drive is not practical or more complex (such as on a laptop), you need to specify to the service to burn your photos on CD(s) rather than to DVD.
