All hotels have SATPAMs, (guards trained by the police.) They are usually at the front of the hotel during the day, and patrol the hotel grounds at night (all night). You must realize that a suicide bomber is smart and will not go where he is going to be intercepted. So I suppose a presence of the SATPAM would be enough to discourage one. Puri Raja is a relatively small hotel and I do not think it would be a terrorist target. The restaurants further up the beach would be more inviting.
