No Insurance if Travel during warnings??

I was very alarmed to read the recent post (see below)relating to travel insurance..Or LACK of it!

After talking to the travel agent-she showed me a memo to all agents, that reiterates, that any-one leaving now, with these specific government warnings will not be covered under the insurance clauses in event of harm etc.

Surely this cant be right! As if our decision is not hard enough already.. we now have to go without insurance???
Can somebody PLEASE clarify???
