They have put in all the work making the bookings and cancelling them and this costs money. Airlines are being very gracious in allowing cancellations as they will all lose millions. The reality is that we all boooked holidays to a place on which there was and is a very definite travel warning, and although we may have become a bit complacent, no travel insurance will cover you in the case of terrism. The tour companies simply have to cover their own tails, as your cancelled booking will not be taken up by anyone else.
Yes the fees may be a bit heafty, but if you renegged on any other contract, you would also face some fairly stiff consequences.
