The smoking bit has no relevance,... a person makes a conscience decision on smoking knowing what they are doing to themselves has the possibility of giving them lung cancer and in the long term killing them.
Disregarding a travel warning of possible terrorist attack at a particular place (Bali) you are putting yourself in danger, with no control over the out come,(unlike smoking where you're in control)....you don't blow yourself up,...others control what happens to you,.....
The two situations are completely different
