via covert survellience systems such as those at Pine Gap - i.e they might be able to pick up radio or mobile phone transmissions that travel through the air. They might hear people discussing and/or organising bombs but while they can hear there may not be anything in those transmissions to identify where the bombings will take place, when and WHO is organising them (these terrorists also know that often they are being listened to so may have various codes to identify sights and may even pass on false info to throw the listeners off the track). So therefore the authorities know something is up but nothing more - thats why the warnings are often so vague. I'm sure if they knew exact details they would be in there like a shot.
