Because Indonesia is sovereign government and Australia cannot walk in and conduct it's own investigations. Travel warnings and good bi-lateral relations with offers of assistance is all we can do.
Banning people from travelling to an area is not thankfully part of Australian foreign policy. I think USA has some sort of ban on it's citizens going to Cuba.
