The first step is for them to organise a passport in Bali if they don't already have one.
Prices vary according to who you know & how quick you want it.
If they have no funds you will need to send them money so they can (in Bali)apply & pay for a passport, pay for the visa when applying, buy their ticket, arrange travel insurance & be able to pay fiscal tax on departure from Bali.
The Aus immigration site slso outlines what you need to do.
You are not actually sponsoring them ...they apply to visit Australia for tourism & other recreational activities.
You must guarantee that you will provide food, accom, & pay for all expenses during their period of stay.
Whilst the maximum stay is 12 months, generally only one month is given & up to 3 if you are lucky.
As per previous posts it also may help to provide a copy of proposed itinerary (where you will take them to visit etc)
