I think for this one the locals will report it, if they see birds dying suspiciously as it means that they could be infected, so they want to know. They seem quite prepared to slaughter infected birds, so they themselves do not become infected.

I believe infection at this stage is only from the droppings of the infected birds and their saliva.

So no kissing birds and no playing in their poops
