I have stayed at the Jayakarta more than half a dozen times with breakfast included.
Not once have I seen what you have described.
Not once have the staff been anything but courteous, friendly and helpful.
Not once have I had to make a complaint about the cleanliness of the room I was staying in.
Yet more than once you have made the same derogatory accusations of a hotel without personally staying there but rather reporting the comments of a "family member".
Don't believe me ? Read on:

Just this last few weeks, I have been emailing Kumala Pantai, encouraged by the glowing reports on here and making a reservation for a family member. My emails were in respectful Bahasa Indonesia and quite clear, for that reason
My emails were answered and assurances given for a
Quiet Room upstairs. Repeat Quiet Room.
A/C and Fridge plus mod cons.
Despite assurances, what was provided, upon arrival at 0100, was
A noisy room downstairs, groups of screeching kids through the walls and connecting doors, giving wakeup roars as they ran rampant at 0600, in the morning. "Go play outside, Mommy & Daddy Sleeping".
Barbecue area outside the window.
No A/c, Fridge barely functional.
Room Safe out of order
Sheets shabby and smelling of mould.
All in all, not an impressive arrival at this alledged haven of tranquillity and shining beacon of Professional Balinese Hospitality.
The anticipated reply, from Management, is still awaited. Failing the arrival of this, it may be that we will have to get down to comments of Fatherhood of the staff, or should we say, the lack of it?
Rose-tinted glasses, so often worn when describing Bali, have for the moment been discarded in favour of those of a brownish tint. Am I relly pi**ed off? Yes, monumentally so! (Subtle, but you can pick it!)
