Ladies size 16???

Have a friend meeting us in Bali our second week there in October, she a bit worried as she size 16 and has been told take all her clothes with her as they don't have larger sizes available. Dont think this could be right, can anyone advise where she would shop as I wanted to use her travel allowance on way over for ophanage gifts.
