there's really nowhere in Bali that you can do the two together. True, Uluwatu is great for surfing (Dreamland beach etc), but snorkelling there is impossible. You would need to go to other areas for that, such as Amed, Lembongan Island etc.
But there's nothing to stop you from staying at Amed and taking a car for the day down to Uluwatu or anywhere else that has surfing. I'm sure other posters will reply to this part of your question.
