Cable ties are available all over the world, and the all look the same, so if you're concerned about tampering with your luggage, if you don't think that the 'smugglers' haven't got a bag full of different cable ties to replace yours after they have been into your bag, then guess what!
Sorry I don't have the answer, just don't be lulled into a false sense of security!
