Your mother is correct. If you carry a shoulder bag it does not mean you will be automatically targeted, but some shoulder bags are cut and taken, so obviously there is a risk if you carry one. I remember once when we were in Bali an Aust. policeman from our hotel had his camera dragged from his shoulder by a motor cycle passenger and it pulled him over and he had to go to hospital with an injured shoulder. Search the forum and you will find recent examples of this type of incident.
