You should book as soon as there are prices available. Around Christmas is pretty busy and popular. You book the package flight and accommodation.
When you book the accommodation you cant use the accommodation voucher at any place other than where you've booked. If thats the question you were asking.
You can book accommodation and not use it but you don't get the money back to go elsewhere. Once paid .. its paid.
You need to speak to a travel agent to fine out the conditions for the package as to whether you can extend it. For example, if you book flights 10 days apart .. can you book accommodation for 3 nights and then find some other accommodation whilst you are there. It pretty much depends on the conditions for each particular package.
Anyway .. this is how I understand it all to be .. Might be wrong so hopefully others can also help.
