You could try Pantai Geger at Nusa Dua. Turn right when you reach the beach and walk towards the rocky headland. Low key snorkeling, but at least it's straight off the beach. Pantai Geger is nice for a day out anyway. You can get some food and drinks right next to the beach and the swimming is safe and easy. Probably your best bet is in front of the Vienna Beach Hotel in Lipah village [Amed]. Extensive live coral reef with lots of fish. Straight off the beach and safe and reasonably shallow for a long way out. Usually best at least rise and fall of the tide. It may pay you to stay in the area for a night or two. There are reasonably priced places if you've already paid for every night at Sanur. The food is cheap in Amed too. To my mind easier than repeatedly taking the boat to and fro to Nusa Lembongan.
