Years ago to get cheap flights you had to have a minimum of 10. Mind that was in the days before Bali was as popular and became built out. We used to meet up at the airport and travel in a group even thoughwe hade made individual bookings. You could put together an organised trip and so long as you had a minimum of 10 people the airlines/hotels gave the organiser their trip for free. I think you will find that agencies or airlines who advertise group tours with a tour host would still work this way. It would take a bit of organising but could still probably be done. You would probably have to deal direct with the airline and the hotel. May this year had cheaper flights so May 2006 may be the same. Good Luck.
