My visa debit card is through a credit union and last time I was in Bali it attracted no fees at all for withdrawals (Nov-Dec 03). I've checked their website again and can find no fees listed at all for overseas ATM withdrawals.
I use it here just like an ATM card all the time, since I don't actually have a separate ATM card for my savings account - the visa debit card is it. Works exactly the same way as any other ATM card, both here and overseas. I've used it in Bali and USA and never got charged fees on my withdrawals. The only fees I ever got were if had excess transactions, which is the same as any ATM card with any bank here.
Just put the card in, enter your PIN, make a withdrawal from savings. It's really that simple. Since, by definition, a visa debit card only uses your own money (and not credit) you shouldn't get charged cash advance fees.
