I was frustrated to find that when we went to Bali it was difficult to get a really icy cold beer. Here's a tip. Try a place called indo-national at Jalan Sahadewa in Legian. This place quickly became my favourite watering hole. The indo is owned & operated by an Aussie couple. As you enter you will be brought a frozen face towel to cool off a hot sweaty face "fantastic!" The beer is very cold, which was much appreciated. OH yeah hey also serve fantastic meals & the staff are friendly & very polite. The owner "Milton" mentioned that the cold beer was purely a selfish act on his part.
