The seat are designed to recline so I believe it is okay to lay your seat back. I do sit it up at meal times and take/off - landings. I also have travelled where there has been annoying children kicking your seat, pulling your hair and virtually running amok. It is not the kids fault though, its the parents who have raised them to be little monsters with no respect or manners.
