pre-book or upon arrival

I'm going to bali in july and currently in the process of chosing a travel agent to go with, aswell as where to stay and how to book.

We were thinking possibly that we would book airfares and 2-3 nights with the travel agent, and then find a place that we like when we get there. The only problem I see with this is that a lot of places might be booked out, I didn't have this problem last time I went becuase it was shortly after the bombings and it wasn't very busy.

If we were to pre-book, what internet reservation sites should be trusted (because ive compared some to the prices some travel agents have given me, and the internet sites are cheaper)
