You are confused. I don't know if in Seminyak you actually saw "nude bathers" as opposed to Balinese people bathing (hard to do with one's clothes on). But in Ubud certainly not. The Balinese you saw from Murni's Warung in the Oos river were not nude bathers, but they were taking a bath (which they do twice a day). Balinese hardly ever swim (the great majority do not know how). If they live near the sea, as children, they will gladly frolic in the water. But as adult, rarely. And especially in a river.
Swimming nude in Bali can be done, but it is not recommended, as it is insulting to the Balinese people, who are very prudish when it comes to appearing naked in public places.
