I know how bad phobias can be, I miss out on stuff because I won't get in elevators. I've never been to Tanah Lot nor have I heard of this snake business but if I were you, if you do come accross these people, keep your distance and have someone else in your group walk closer for any scenic pics you would like of the temple if these people are in your way. Im pretty sure snake phobias are common so I dont think you would be approached against your will.
