If it helps you sleep at night, think of it in terms that they already have a rounding policy, but they only round upwards. Everything's rounded up to the nearest Rp1000 - and the lollies are just a thank you gift for gracing them with your presence.
Seriously, if they wanted to avoid the small change issue, rather than adopting our system of rounding the total up or down, they'd probably just round the prices on all their items. Do you think any would change downward? Nope, they'd all go up to the nearest 500 or 1000 and then by the time you added up a dozen items, you'd be around Rp10,000 or more worse off. Still hardly worth worrying about as far as I'm concerned but I guess it'd pay for a taxi ride (provided you give the right notes).
