I prefer not to stay in either Kuta or Legian. I've swum in the ocean from opposite La Lucciola, Seminyak, to up towards Canggu. Some people don't like the look of the surf up that way, but if you can handle the waves at Perth beaches north of Cottesloe, then you should be OK, as long as you use some caution and common sense. [I don't know where you are from, so don't know if talking about Perth beaches is relevant.]
I've also swum at Padang Padang on the Bukit, Geger Beach at Nusa Dua and all over the place in the Padang Bai, Candi Dasa, Amed and Tulamben areas. We've had some good reports on the Forum about clean beaches in the Sanur area. I'm sure you'll find somewhere that suits you, if you look.
