I recently did the RSA (responsible serving of alcohol) course, and was introduced to the acronyms MOP and MAP.
MOP stands for Meals or Parents. If a minor is having a meal OR with one or both parents, he/she is allowed to remain on licenced premises until the meal is over or the parent(s) leave(s).
MAP stands for Meal and Parents. For some reason, if a minor is eating at place that sells alcohol with his/her parents present, they can glug away to their heart's content.
Management, of course, has the right to refuse. But the law allows it. At least in Victoria.
