Underage laws are difficult to enforce in Indonesia, since the majority of people are Muslim, and shouldn't really be drinking anyway. So the general rule is (as someone already pointed out): if you can pay for it, you can have it. If, however, it all goes wrong and an incident ensues, the police will spring into action, and everything will be illegal. So do be responsible.
