pay the duty - alcohol?!

All this "bribing" of customs officials seems really scary. Can I just declare the excess and pay the duty legally? We did this in Fiji and it was only $20 on a case of wine. If not has anyone got any idea on what to pay for a dozen botttles of wine so I can have only that amount ready.
