Thanks to the advice received below I phoned Western Union and got the following information. You can send money via Western Union through Australia Post. The cost for sending $100 is $22 and you will be given a 10 digit number. The money will be at the receiver's end 15 minutes later, and there are lots of agencies in Bali (Bank Mandiri is just one). The receiver will need to have the sender's name, the amount transferred, the 10 digit number, and valid ID to collect the money. Sounds simple to me and much less than the bank fees and quicker.
