in Australia on holidays we opened up a commonwealth account in his name, joined to my account, he took the card etc with him, when we had to apply for visa & airfare tickets etc, I could put money in the acconut & he could w/draw it, it incurred the $5 transaction fee, so Ihe always too out the max at that ATM...
This might be an idea, I think you can also open an account in 'trust' for someone else linked to your account & mail them the ATM card (not with pin number!) or get someone to take it over for you if you are not going soon..
I think Thomas Cook do wiring monies but can be expensive, they take a % of what your sending!? (I think from memory)
