We have seen heaps snorkelling off Lembongan and Nusa Penida but I totally agree with mister Steve, they are poisonous but very shy and have small mouths that makes it very hard for them to bite. In the bay at Lembongan there are big mounds of rocks that the seaweed farmers have removed and these are teaming with snakes, but none of the seaweed farmers ever get bitten.
Totally safe to snorkell and enjoy.
