You should DEFINITELY snorkle there. Here is the truth about the sea snakes you will encounter off Bali: All sea snakes you will find off of Bali (and elsewhere) ARE poisonous. By far the most common Bali variety is the black and white stripped sea snake. They are VERY SHY and do NOT want contact with humans. They usually lay on the coral, but must come to the surface periodically for air. So most frequently if you don't see them lying on coral you will see them coming straight up or going straight down. They DO NOT POSE MUCH RISK TO YOU BECAUSE their mouths are very small, so the only places they can bite you would be your ear lobe and perhaps the small toe or little finger. If you see one just stay still and let it "do its thing". Don't panic. That is all the information you need.
